Chapter 15 (Service Agreement)
Section 504 of the Rehabilitation Act is a federal civil rights law that prohibits discrimination on the basis of disability. Section 504 focuses on equal opportunity, equal access, and equal treatment. In Pennsylvania, Chapter 15 protects qualified handicapped students who have physical, mental, or health impairments from discrimination because of those impairments.
To be eligible for accommodations provided by a Chapter 15 Service Agreement, a student must be determined to:

Have a physical or mental impairment that substantially limits one or more major life activities OR have a record of such impairment OR be regarded as having such an impairment; and

Demonstrate a need for accommodations to "level the playing field" so that these students have equal participation and opportunity for benefit.
